His efforts to empower grampanchayats, protect efficient government officers from frequent transfers and fight against the red tapism in government offices have also received accolades. His tryst with the army came when many Indian soldiers became martyrs in the Indo-China War of 1962 and the Government of India had appealed to young Indians to join the Indian army.
